Who to tell
A dead wild bird. Defra asks for dead wild birds to be reported, so that they can be collected and tested for bird flu and other causes of death. Report through GOV.UK or by phone on 03459 33 55 77.
Anything else. A dead animal on a road or in a public place is usually the local council’s to collect. A dead pet with a collar or a microchip can be identified by a vet so the owner can be told.

The Animal Welfare Act 2006 places a duty of care on a person responsible for an animal. Picking up an injured wild animal to take it to a vet does not make you responsible for it in that sense. Read section 4.
